Reports to : Senior Operations Manager.

Job Summary :

  • Responsible for providing technical support and consultancy to Operations Department (onshore and offshore staff) and other related departments as needed to assure the safety and practical use of facility and equipment including managing the Asset Integrity Management, developing RBI (Risk Based Inspection) program and inspection manual / procedures.
  • Ensuring that technical integrity of all topside structure system including all static equipment and subsea structures, calm buoy are managed properly in accordance with company and common industry standards, codes and government regulations.

    Main Responsibilities :

    KEY OBJECTIVES :

  • To provide engineering support and guidance to ensure all static equipment are properly managed and comply with all relevant API standards and laws within Thailand.
  • To plan inspections and NDT testing campaigns on piping and structures to ensure integrity is maintained and that any deterioration due to erosion or corrosion is quickly identified and rectified.
  • To liaise with offshore and arrange for the offshore elements of such programs.

  • To perform risk assessment analysis as required by field and develop the equipment strategy for all static equipment.
  • Develop QA / QC policies and criteria in accordance with applicable codes and API standards, and to define the standards that will be adopted by Company and ensure compliance with government regulation.
  • Inspect for any deviation and take necessary corrective action in term of repair recommendation, modification and record / file properly.
  • Review engineering packages of modifications for compliance of code / standard and government regulation.
  • Assess current operating condition of all stationary equipment versus design condition, perform calculation and look for possible improvement.
  • Identify potential application of new technology to the existing plant facilities to improve plant equipment reliability and operability and anticipate for future operation strategy.
  • Set up inspection management system for all plant equipment / facilities.
  • To liaise with the Class authorities for the platform and for the Calm buoy and ensure that class inspections are carried out and that Class is maintained.
  • PRINCIPAL ACCOUNTABILITIES :

  • To provide day to day operations support to the Field facilities that cover at least of : .
  • Static equipment trouble shooting.
  • Remaining life assessment.
  • Manage small projects such as equipment modifications, UT piping inspection survey, intelligence pigging, pipeline survey etc.
  • This activities include : .

  • Prepare justification, background, cost-benefit analysis and other required documentations for AFE.
  • Prepares contract and purchasing scopes of work.
  • Supervision of external contractors and consultants.
  • Prepares and evaluates QA / QC, inspection and repair procedures and documents such as modification / repair report, inspection / testing procedures.
  • On site monitoring of production module fabrication, equipment testing and other inspection to ensure compatibility with the code and government regulation, safety and reliability of static equipment.
  • Develop, implement and maintain up to date all inspection record into inspection management software which will be used as a central inspection data base.
  • Develop, implement and maintain Risk Based Inspection program for top side static equipment and subsea structure and / pipelines.
  • Implement and update the Integrity Management System.
  • Develop, implement and maintain inspection and QA / QC manual.
  • Ensure all the repaired and inspected static equipments meet the code, standard and government regulation.
  • Ensure Class programs are planned and executed and that Class is maintained for the Mopu and the Calm Buoy.
  • KEY AUTHORITIES :

  • Review and prepare inspection procedures and work instructions for inspection of static equipment and subsea structure / pipelines.
  • Perform agreed Engineering Change Request activities (ie agreed studies and engineering improvement to the facilities).
  • Participate in design reviews, Risk Assessment and HAZOP studies associated with design changes for operating facilities or new design as part of project development.
  • Act as Company representative when liaising with the vendors and contractors whether supplying new or rebuilding existing static equipment.
  • SAFETY CONSIDERATIONS :

  • Attend Thailand Production Department Safety Meetings.
  • Attend Field Facilities Safety Meetings when offshore.
  • To be familiar with, and work towards achieving the Production Department Annual HSE Objectives.
  • Be familiar with the requirements of the facility Safety cases; Operations Management System in accordance with Health Safety and Environment Policy Statement and Management Principles.
  • Report any hazards noted in accordance with management System Procedures.
  • Develop and approve offshore installation work instructions in accordance with Health, Safety, and Environment requirements.
  • Responsible for reporting of HSE Incident in accordance with management System Procedures.
  • Report any hazards noted in accordance with management System Procedures.
  • Ensure that whenever there is a potential for risk of injury to personal or damage to property or the environment, a Job Risk Analysis (JRA) is written, in accordance with Management System Procedures.
  • To be familiar with applicable Country Legislation, Regulations, Engineering Standards And any other relevant legislation.
  • Ensure the management of change procedure is used as a means of trace ability for changes affecting the facility safety cases, in particular equipment, plant, structure, modifications and engineering changes.

  • Summary of Qualification and Experiences :

  • Degree in Mechanical or Metallurgical Engineering.
  • Minimum 10 years experiences in the oil and gas or related industries including experience with asset integrity management.
  • Good understanding and know how of welding, corrosion, inspection and NDT technology.
  • Familiar with the relevant API, ASME, AWS, NACE, BS and other related standards, ABS, MIGAS, BP MIGAS and other government regulations.
  • Strong computer literate.
  • Fluent in English both writing and speaking.
  • Desirable :

  • Good leadership, communication and interpersonal skills .
  • Self-motivated.
  • Strong prioritization skill.
  • Ability to work with diverse group of people ranging from technical staff to onsite operations staff.
  • Has experienced in preparing budget and managing of project activities including documentations required to get AFE approval from partners.
  • Experience :

  • 10+ years experiences working in Oil and Gas Industry.
  • Have specific experience in facility engineering, risk assessment and Asset Integrity Management.
